Whether or not the whole closed captioning system needs to be a federal program or not is a question I might ask. If there were one, I wouldn't ask which shows should be closed captioned, as that seems to clearly indicate a system of censorship. If there is a federal program, nobody will make a private program, and so then the federal program gets to decide what people who are hard of hearing will get to 'hear'. Having really strict criteria on this definitely brings up the issue of censorship.
The criteria seems to be any show that could be in the least objectionable to the Christian Right, but the list is so large and varied, it's really hard to discern any pattern at all.
It would be interesting if the government decided that it needed to start publishing books out of the library of Congress. Eventually, all private publishers would be driven out of business. Then the government could start deciding which books deserved to be published. Technically, no 1st ammendment violations, but I think people would still get extremely upset.
